#### **Why some of the most important reliability decisions happen before anything goes wrong**

*By Jason Brown, P.Eng., Project Development Manager*

One of the most difficult investment decisions in a pulp mill often starts with a deceptively simple question:

***If the system is still working, why replace it?***

I've heard numerous versions of that question throughout my career when discussing aging control systems and automation infrastructure. It's a fair question. Production is running. Operators know the system. Major failures haven't occurred. From an operational perspective, there may not appear to be an urgent problem to solve.

The challenge is that control systems don't age the same way as structural steel or concrete. Over time, spare parts become harder to find, vendor support changes, and reliability slowly begins to decline. The system may still be running, but that doesn't mean the risk remains the same.

That's where many organizations get stuck. The conversation becomes less about whether the system works today and more about whether leadership fully understands the risk of relying on it tomorrow.

#### **Reliability Doesn't Fail All at Once**

One concept I often bring up when talking about aging control systems is what's known as the bathtub curve. Most equipment follows a similar pattern. There may be a few failures when it's first installed, followed by years of relatively trouble-free operation. Eventually, though, failures start becoming more frequent as the equipment ages.

![Bathtub-Theory](https://blog.allnorth.com/hs-fs/hubfs/Bathtub-Theory.gif?width=1095&height=573&name=Bathtub-Theory.gif)

The difficult part is knowing where you are on that curve. I've worked with facilities that were still running systems installed decades ago. On the surface, everything looked fine. Production was running, operators weren't complaining, and the system was still doing what it was supposed to do.

But that's often when the toughest decisions need to be made. The risk isn't usually a sudden failure. It's the gradual accumulation of smaller challenges, such as limited spare parts availability, reduced vendor support, and increasing maintenance demands. Individually, those issues may seem manageable. Collectively, they can indicate that reliance on the existing system is becoming a growing operational risk.

The problem is that by the time a failure forces the conversation, you've usually lost some of your options. That's why some of the most important reliability decisions happen while equipment is still operating normally and before the consequences of waiting become obvious.

#### **The Hidden Cost of Waiting**

One of the most common questions clients ask is how to justify reliability investments to senior leadership. It's a fair question. Every facility has competing priorities, capital budgets are limited, production targets need to be met, and there is always another project competing for funding.

The cost of waiting doesn't always show up on a budget report. Instead, it tends to appear elsewhere.

I've seen facilities searching eBay for replacement components because they could no longer source them through the manufacturer. When you're buying critical control system parts from online marketplaces instead of your vendor, it's usually a sign that the modernization consideration is overdue.

Downtime is another major consideration, and it's often where the financial impact becomes much easier to understand. When a critical control system experiences an unexpected failure, production can stop, maintenance resources get redirected, and operations teams are forced into recovery mode. In large industrial facilities, even a short outage can have significant consequences. In the pulp sector, downtime has long been measured in tens of thousands of dollars per hour, and in some cases the impact can be substantially higher.

Environmental and safety considerations also come into play. Unexpected failures can contribute to process upsets, emissions exceedances, environmental releases, or other events organizations work hard to avoid. Depending on the process, failures can also compromise safeguards that help contain hazardous materials or gases, creating risks that extend well beyond lost production. Safety is equally important. When critical systems fail unexpectedly, the consequences can extend beyond equipment and affect people and communities. As one of my former colleagues liked to say, nobody wants to see their operation become tomorrow's headline.

It also puts pressure on your people. When reliability starts to decline, maintenance teams spend more time troubleshooting, operators spend more time managing workarounds, and technical specialists become the people everyone calls when something stops working.

#### **The Hardest Part Isn't the Technology**

One of the biggest misconceptions about control system modernization is that the challenge is technical. In my experience, the harder conversation is often how to justify the investment.

When a system is failing regularly, the decision is usually straightforward. The challenge is making the case while production is still running, and the problems haven't become obvious to everyone else.

I've seen reliability projects deferred for years because the equipment was still functioning. From a financial perspective, that hesitation is understandable. The difficulty is that organizations are often being asked to invest today to avoid costs, downtime, safety risks, or operational challenges that may not become visible until years down the road.

That's why reliability investments can be difficult to evaluate. You're often trying to assign value to problems you're hoping never occur.

#### **Don't Start with Equipment**

One of the most valuable lessons I've learned came from a management consultant who challenged teams to think about outcomes versus outputs. That idea has stayed with me throughout my career.

Too often, modernization discussions become focused on equipment. The vendor says the system is obsolete. Parts are harder to find. Software is no longer supported. Those things matter, but they aren't the reason to invest. The conversation shouldn't start with the age of the equipment. It should start with the outcome the business is trying to achieve.

The better question is:

***What outcome are we trying to achieve?***

Maybe the goal is reliability. Maybe it's reducing downtime. Maybe it's lowering operating costs, improving environmental performance, reducing chemical consumption, or increasing production. Whatever the objective is, it needs to be clear before the project starts.

#### **![Website-Projects-Thumbnail-2 (2)](https://blog.allnorth.com/hs-fs/hubfs/Website-Projects-Thumbnail-2%20(2).webp?width=476&height=317&name=Website-Projects-Thumbnail-2%20(2).webp)**

That's also where an independent perspective can be valuable. Vendors understandably focus on their own platforms and solutions. Our role as consultants is different. We help clients evaluate options, understand trade-offs, and make decisions based on what's best for the operation rather than any single technology roadmap.

We're not replacing equipment simply because it's old. We're investing because we expect a measurable outcome, whether that's improved reliability, lower operating costs, reduced downtime, or better process performance.

A former colleague used to say, *"You can't control what you don't measure.*" That principle still applies today. Before organizations can improve performance, they need to understand what matters, how it will be measured, and what success actually looks like. Better information leads to better decisions, and better decisions generally lead to better outcomes.

#### **The Best Decisions Rarely Feel Urgent**

In my experience, the strongest organizations have one thing in common. They take the time to understand their risks before those risks become operational problems.

That doesn't always mean replacing equipment immediately. Sometimes the right answer is a phased approach. Sometimes it's additional monitoring. Sometimes it's deciding the risk is acceptable for now. What's important is that the decision is deliberate and based on a clear understanding of risk, consequences, and available options.

Too often, reliability investments become urgent only after a failure, an outage, or a major operational issue forces the conversation. By then, organizations are making decisions under pressure instead of making them on their own terms.

The clients I see having the most success are usually the ones asking questions before circumstances force them to:

- How reliable is this system really?
- What happens if it fails?
- What would the impact be on production, safety, environmental performance, and our people?
- Can we justify doing something now instead of waiting?

Those aren't always easy questions to answer, but they're usually much easier to answer before the outage starts than during it.

Allnorth helps industrial facilities evaluate reliability risks, assess modernization opportunities, and develop practical strategies that support long-term operational performance. By combining independent advice, practical experience, and a focus on business outcomes, we help clients make informed decisions that improve reliability, reduce risk, and position operations for long-term success.
